Final construction of the pier sets up a complicated delivery process to assist Palestinians. Civilians are facing starvation as food and other supplies fail to make it in. The lack of aid comes after Israel recently seized the key Rafah border crossing.
The new water route is designed to increase the amount of aid getting into the Gaza strip. However, it is not considered a substitute for cheaper land-based deliveries that are considered more sustainable.
