The Pennsylvania man just hit the lottery four a million bucks…and it’s the fourth time he’s won. He also won a hundred grand in 1999…3 million dollars in 2016 and another half-million just last year. Of his winnings, he said ” I’m convinced no one wins this many times without playing more than they should.”
