The government has been without spending since October 1 marking the longest shutdown in U.S. history at 43 days.
The vote came after eight Democratic senators made a deal with Republicans to advance the legislative package that includes a short-term funding resolution.
It also extends significant health care waivers as well as provides back-pay for federal employees who have not had a pay check since the shutdown started.
