The former president took U.S. lawmakers and international leaders by surprise after claiming he would not protect NATO countries from Russian attacks if they lag on their membership payments.
Trump also warned NATO allies that he “would encourage” Russia “to do whatever they want” to a member country that did not meet its defense spending guidelines.

President Biden described the statements as “appalling and dangerous” but expected, coming from a man who “is promising to rule as a dictator.”
