The plan involves extending 31 south to Highway 17 Bypass. It incorporates a major change pushed by residents, canceling a previously proposed overpass across 17 Bypass. That amendment was made after the council reviewed over 80 complaints.

By ending the extension at the 17 bypass rather than carrying it over, the current plan avoids taking any homes or property on the east side of the bypass. Plans will continue to move through the development phases.
