He did not immediately share the steps that are going to proceed under his order, but did state that it will be put in effect starting tomorrow. Putin’s command allows law enforcement agencies three days to submit specific proposals as well as orders the creation of territorial defense forces in the four regions.
Putin did not share details of the extra powers the heads of Russian regions will have under his order. The command could have broad restrictions for people who reside in Russia. It states that the types of measures anticipated by martial law could be introduced in Russia.
Putin’s order does not anticipate the closure of Russia’s borders.
