The newly created position at the tax agency involves responsibilities of overseeing all daily operations at the IRS.
The appointment comes after several recent leadership changes at the IRS. Its most recent commissioner, Billy Long, stepped down in August after only two months on the job.
Bisignano will take on the role while also continuing to serve in his role heading the general agency that administers Social Security.
Treasury Secretary Scott Bessent said the agencies “share many of the same technological and customer service goals.” He added, “this makes Mr. Bisignano a natural choice for this role.”
