The Texas House needs two-thirds of its members present to vote. With Democrats refusing to participate in the legislative session, the passage lacks the number of members needed to proceed.
Now, Texas House Speaker Dustin Burrows has signed warrants, which allow for the Democrats’ arrests, as Gov. Greg Abbott called their protest a “crazy bluster” and said the state would push ahead with redrawing maps.
