The vote was 49 to 50 and at least 60 votes in favor were needed for it to move forward. Republicans strongly opposed the bill which hinted it would not succeed.

Senators in both parties are now engaged in an urgent round of talks in attempt to reach an agreement that would allow the chamber to open up debate on a foreign aid package without the border security provisions.

It would give money to Ukraine, Israel and Taiwan.

This vote only requires a simple majority to succeed but would later also need 60 votes to pass through the Senate threshold.
