The additional charges are tied to the alleged torture of Americans as prosecutors fight to have their criminal case thrown out.
The pair were captured by the U.S. military on Jan. 3. They were brought to New York to face an indictment accusing them of abusing their positions of power to allow drug traffickers to ship cocaine.
The raid ended Maduro’s 13 years in power in oil-rich Venezuela, which has since boosted cooperation with the U.S. under the leadership of Maduro’s former vice president.
Maduro and Flores pleaded not guilty to the drug charges and have been held in New York since their capture. Their trial is set for June 1.
