It comes as part of his tour through Central America and the Caribbean in support for President Trump’s immigration agenda, which will include mass deportations.
A spokesperson said the offer is an opportunity to “outsource part of its prison system.”
The offer is “the most unprecedented and extraordinary migratory agreement anywhere in the world,” said Secretary of State Marco Rubio.
