The rule applies to domestic flights that are delayed by three hours or more and international flights delayed by six hours or more.
Airlines will be forced to issue the refunds within a week for credit card purchases. Any other payment type must be refunded in 20 days.
The legislation also requires refunds for checked bag fees if luggage is not delivered within a certain time-frame.
It also applies to non-functional or unavailable paid services like Wi-Fi.
“Passengers deserve to get their money back when an airline owes them without headaches or haggling,” Transportation Secretary Pete Buttigieg said.
