Republican Sen. Rick Scott, who brought the bill to the floor, said passing the act sends an important message to the American people and the world that they will not ignore threats.

It was first passed through the House unanimously with all 405 votes approving. The Senate also unanimously passed the bill Tuesday.

President Biden will now need to sign the legislation for it to take effect.
