Lawsuit Filed Against HCPD by Former Lieutenant

A lawsuit has been brought against the Horry County Police Department by a former lieutenant. It alleges the department was discriminatory and violated the federal Civil Rights Act. Raul Denis had been with the department since 1996 but he’s now accusing them of not promoting him to captain based on his Hispanic origin and his age. He further questioned practices within the department that were violations of policy and law, which included improper use of force. He also claims he was harassed which is what eventually led him to retire. The lawsuit has now been brought before the U.S. District Court in South Carolina.
