Dining Area Set Up In Parking Garage At Mall In California

A California mall is in hot water after setting up tables in their parking garage.. Restaurants attached to the mall have been allowed to operate but not for in house dining so the general manager set up a patio outside of the food court and this dining area in the parking lot.
