Soliai, recently released by Atlanta, was a Pro Bowl selection with Miami in 2011. He signed a five-year $32 million deal with Atlanta in 2014.  His production declined in 2015 and the Falcons released him earlier this month after not being able to agree on a restructured contract.

The deal with the Panthers is worth $7 million over two years, with $3 million guaranteed.

Soliai will be returning from an injured calf that caused him to miss two games and end the year on injured reserve.
