The IRS acknowledges that it has given 178 million dollars in bonuses to its employees. And some of these employees have broken tax law. Even though the IRS has awarded such a huge number in bonuses, it still has been operating understaffed. And not only has the IRS offered bonuses, but it has also given away 1 million hours of free time off through 2011-2012.
